Job Title: Work Order Manager
Job Purpose
To oversee the complete work order lifecycle for the Dukhan Highway O&M project, ensuring timely execution of maintenance tasks, compliance with Ashghal KPIs, and optimal resource allocation in remote desert conditions. This role acts as a critical link between planning teams, field crews, and subcontractors to minimize road downtime and prevent contractual penalties.
Key Responsibilities
1. Work Order Planning & Scheduling
Receive and prioritize work orders for routine maintenance, emergency repairs, and inspections.
Allocate tasks to in-house crews or subcontractors based on urgency, resource availability, and permit requirements.
Collaborate with the Planning Engineer to align daily activities with long-term maintenance programs.
2. Field Execution & Compliance
Ensure 100% work order closure within Ashghal’s SLA timeframes (e.g., 24 hours for critical repairs).
Verify work quality in coordination with the QA/QC team, ensuring compliance with QCS 2014 standards.
Monitor HSE compliance, including permits for hot works near oil/gas zones.
3. Digital Systems & Reporting
Maintain the CMMS (Computerized Maintenance Management System) for:
Real-time work order tracking (e.g., SAP, Maximo).
Historical analysis of asset failures (pavement, drainage).
Generate daily and weekly performance reports for QBC/Ashghal covering backlog, productivity, and completion rates.
4. Stakeholder Coordination
Coordinate with the Traffic Operations Manager for lane closures and diversions.
Escalate issues such as material shortages to the Project Controls Manager.
Liaise with QatarEnergy for work near access roads and oilfield areas.
Requirements
Education
Bachelor’s degree in Civil Engineering, Diploma (2 years) in Construction Management, or a related field from a WHED-recognized institution.
MMUP/UPDA Certification (Grade C or above for engineers).
Experience
Minimum 10 years in work order or maintenance management, including at least 5 years in road/highway O&M.
Oil and gas EPC or construction project experience preferred.
International exposure outside MENA, preferably in desert/remote environments.
Technical Skills
Advanced CMMS proficiency (e.g., Oracle Unifier, Ashghal’s systems).
Knowledge of FIDIC contracts and performance-based O&M standards.
Soft Skills
Fluency in English (Arabic proficiency advantageous).
Strong crisis response skills for emergency work orders (e.g., landslide repairs).
