JOB SUMMARY
Reporting to the Chair of Women’s, the Division Chief – Obstetrics oversees the clinical operational and educational leadership for the obstetrical services.
S/he is a clinical, educational and managerial chief overseeing the final development and implementation of Obstetrical workflows and education programs. The Division Chief will provide senior level oversight of established day to day operation of the division.
The primary goal is to allow the Obstetrical Services to function safely, and develop efficient clinical care pathways that meets the needs of the Qatari population, as defined by the Ministry of Public Health (formally Supreme Council of Health), and the appropriate Service Level agreements with Hamad Medical Corporation. The scope of practice for individual caregivers is governed by the Qatar Council for Health Care Practitioners.
The Division Chief - Obstetrics provides direction and leadership and, is responsible for ensuring that an appropriate curriculum for the educational and testing of the obstetrics division staff. The model of care is an Interprofessional and Multi-disciplinary team approach. The Division Chief - Obstetrics leading the clinic leadership, allied health and operations branch, will direct stakeholders to remedy or correct gaps in operations and expand patient care activity.
The individual occupying this position reports directly to the Chair - Women’s and works cooperatively with the Operations, Allied health and Nursing teams and other stakeholders’ clinicians and patients.
The Division Chief - Obstetrics provides oversight and is responsible for ensuring the appropriateness and quality of service and care is continually provided to all patients, their families and other hospital staff as prescribed in the patient care and facility standards set down by Sidra Medicine (and applicable national Standards) and includes appropriate monitoring of the quality of the care provided within the obstetrics service working with the Director - Clinical Quality and Accreditation. This includes ensuring that the clinical services required are available, with appropriate coverage for all events, and that the departmental resources are managed efficiently.
KEY ROLE ACCOUNTABILITIES
- The Division Chief - Obstetrics directing the individual Medical and Clinical Leads ensures that the work flows, volumes, outputs, and related clinical and infrastructure dependencies of the Reproductive Medicine service are planned.
- With the Medical Leads, directs the implementation of strategies to achieve the safe operational opening of the Obstetrics services.
- Promotes a culture of excellent, efficient and quality service delivery in a congenial, supportive, collaborative and equitable environment.
- Works collaboratively with other division chiefs, directors and all other division staff to ensure that cohesive, cross functional teams are developed.
- Provides oversight in the development and implementation of the appropriate policies and procedures required to guide and support the provision of safe and efficient patient care, within Obstetrics.
- Responsible for ensuring appropriate processes for monitoring of the quality of the medical care provided within Obstetrics are in place.
- Responsible for ensuring a process for identifying problems if they should arise, and a process for continuous quality improvement to improve and correct problems identified, and optimize outcomes on a continual basis is in place.
- Ensures that the staff of Obstetrics services provide services that are in compliance with all applicable standards and requirements of the Joint Commission International, Qatar Supreme Health Council, and all other applicable regulatory bodies.
- Provides oversight and participates with Obstetrics department leadership in creating and managing budgets for the Outpatients Center.
- Makes recommendations for the purchase of capital and other equipment with input from departmental stakeholders.
- Ensures that appropriate training and use policies are in place to ensure the safe and efficient use of all equipment and devices.
- Sets and achieves targets to drive continuous assessment and improvement of the quality of care and services provided and develops a framework for continuous process improvement for problems or deficiencies identified.
- Ensures all members of the department optimize the use of electronic medical records.
- In conjunction with the Chair - Women’s ensures the implementation of robust clinical governance structures and processes to ensure patient safety.
- As directed by the CMO, and in collaboration with Weill Cornell Medical College-Qatar, Hamad Medical Corporation Post-Graduate Medical Education Department, and other post-graduate medical education stakeholders, ensures that appropriate arrangements for Learners to participate in patient care and teaching within the division of Obstetrics. Provides support for programs to mentor and support students.
- Ensures effective communication with and involvement of all staff within the department in regards to key decisions and initiatives.
- Participates in programs designed to foster positive relations between physicians and the hospital operations and administration.
- Assists with marketing strategies to inform physicians, their staff and the public of Sidra’s Obstetrics programs, services and resources.
- Identifies and coordinates resolution of problems to improve physician utilization and patient satisfaction.
- In view of the developing and changing needs and opportunities within Sidra during this start-up phase, the Division Chief - Obstetrics may be asked to perform other duties as assigned by the CMO. Reporting relationships may vary.
- Continues surveillance of the professional performance of all individuals in the Division who have delineated clinical privileges, including performance, and ongoing and focused professional practice evaluations (OPPE and FPPE).
Scope of clinical responsibilities
- As there are also direct clinical responsibilities related to the role of Division Chief - Obstetrics it is expected that the Division Chief participates in direct patient care within the department whilst maintaining a presence as a front-line care provider.
- Participates in community outreach programs and initiatives undertaken by Sidra as required and as appropriate.
- Observes and implements departmental and applicable organizational policies, procedures, regulations and information to the division of Obstetrics.
- Represents the organization in a positive and professional manner. Communicates the mission, ethics and goals of the facility, and maintains patient confidentiality at all times
- Attends divisional and other meetings as requested. Serves on Departmental, Hospital, and University Committees, as requested.
QUALIFICATIONS & EXPERIENCE
Education
- MD, MBBS degree (or equivalent)
- Residency Training in Obstetrics & Gynecology with completion of appropriate Board Certification
Experience
- 10 + years post residency clinical experience
- 3+ years in Obstetrics & Gynecology departmental leadership
