Key Result Areas:
- Evaluate and monitor supplier performance, recommending corrective actions to meet QCDC’s needs. In addition, establish an internal record of supplier performance for future reference.
- Organize and direct procurement and logistics operations, ensuring compliance with established policies and procedures.
- Plan, implement and maintain a comprehensive procurement and logistics system that accommodates both current needs and future business requirements.
- Ensure compliance with procurement policy and procedures to improve operational effectiveness and efficiency.
- Develop and implement administrative procedures for procuring materials, goods and services, in alignment with QF procurement procedures, to ensure efficient processing.
- Prepare tenders, requisition orders, scopes of work, and cost estimates, as well as evaluate vendor registration submissions.
- Provide guidance to end users to carry out procurement related activities whenever needed, in line with best practices.
- Conduct routine procurement and logistics procedures, including placing Material Requests (MRs).
- Prepare best-suited tendering strategies based on time schedules, scopes and prices. And Conduct technical evaluations, in coordination with QF Procurement Directorate
- Prepare bidders list of qualified companies based on database information and market surveys.
- Negotiate terms and prices with suppliers to assist in cost reduction and safeguard corporate interests.
- Act as a primary focal point to fulfill multifaceted tasks related to business support functions, such as finance, HSSE, inventory and warehousing, and office administration.
- Liaise with QF Legal, Finance and other stakeholders to determine appropriate legal and commercial requirements.
- Verify the quality, accuracy and completeness of commercial evaluations, PO terms & conditions, and other important documents before approval.
- Establish and maintain professional relationships with suppliers and stakeholders to facilitate best purchasing practices and protect QCDC’s interests.
- Ensure timely clearance and delivery of all inbound and outbound shipments, coordinating with governmental authorities, especially for hazardous materials and updated customs laws.

Minimum Knowledge, Skills & Experience:
- Bachelor’s degree in business or a related field.
- 2-5 years of full-time work experience, preferably in purchasing or supply chain management.
- Excellent knowledge on procurement and purchasing processes.
- Knowledge on Oracle iProcurement is preferred.
- Experience in preparing tender and contract documents.
- Strong planning and forecasting skills.
- Excellent interpersonal and negotiation skills
- Excellent writing skills, with the ability to draft and edit a variety of written reports & communications and articulate ideas clearly and concisely. Arabic proficiency a plus
- Proficiency in MS Office applications
