Job Purpose
To lead and enforce Health, Safety, and Environmental (HSE) policies and procedures for the Road Operation & Maintenance project near Dukhan Field, ensuring compliance with Ashghal, QatarEnergy, and international standards (ISO 45001/14001). This role is responsible for driving a “Zero Accident” culture, implementing rigorous risk mitigation strategies in remote desert conditions, and coordinating with oil and gas stakeholders for adjacent industrial zones.
Key Responsibilities
1. HSE Compliance & Systems
Implement, maintain, and audit HSE management systems in alignment with QCS 2014, BS OHSAS 18001, GSAS, and ISO standards.
Ensure strict adherence to Qatar’s Ministry of Labor (MOL) regulations and Ashghal requirements for road projects.
Lead safety inspections for highway maintenance crews, drainage teams, and subcontractors to ensure full compliance.
2. Risk Management for Remote & Industrial Zones
Conduct site-specific risk assessments addressing desert driving hazards, extreme heat exposure, and oilfield proximity risks.
Develop and maintain emergency response plans for incidents such as vehicle breakdowns, sandstorms, and hazardous material spills.
Coordinate with QatarEnergy and security authorities for road segments near Dukhan’s oil and gas facilities.
3. Workforce Safety & Training
Enforce mandatory PPE usage, including heat-resistant gear and high-visibility clothing.
Conduct weekly toolbox talks in both Arabic and English to address safety practices for multicultural labor teams.
Deliver training programs on defensive driving, first aid, and fire safety for remote working conditions.
4. Environmental & Sustainability Compliance
Monitor and implement dust suppression measures, waste disposal practices, and water usage in desert terrain.
Ensure protection of ecological areas, including wadis and wildlife habitats, from any project-related damage.
5. Reporting & Stakeholder Coordination
Prepare and submit monthly HSE performance reports to Ashghal and QBC, including KPIs on near-misses, inspections, and audit findings.
Investigate accidents and incidents using Root Cause Analysis (RCA) and implement corrective and preventive actions.
Liaise with Qatar Civil Defense, MOL inspectors, subcontractors, and other relevant authorities to ensure compliance and effective communication.
Requirements
Qualifications & Education
Bachelor’s degree in Civil Engineering, Mechanical Engineering, or Environmental Science from a WHED-recognized institution.
Certifications
NEBOSH International General Certificate (IGC) or equivalent (mandatory).
ISO 45001/14001 Lead Auditor (preferred).
MMUP/UPDA certification (if applicable).
Experience
Minimum 15 years total HSE experience, including 5+ years as HSE Manager in road O&M or oil/gas construction projects.
International exposure outside the MENA region (e.g., UK, Australia) in desert/remote projects preferred.
Technical Skills
Proficiency in HSE management software.
Strong knowledge of Qatari HSE laws and the Ashghal Road Safety Manual.
Soft Skills
Fluency in English (Arabic proficiency is an advantage).
Strong leadership in managing multicultural teams.
Excellent communication, decision-making, and problem-solving abilities under pressure.

Family visas (spouse + 2 children) are provided, Schooling allowances are not included unless specified in the offer.Standard schedule is 6 days/week (Sunday–Friday), 8 hours/day (48h/week). During peak maintenance or emergencies, overtime applies per Qatar Labor Law (max 60h/week).
