Job purpose:
The HSED Engineer is responsible for executing responsibilities within a project team to the effect of assisting the Lead / Senior HSED Engineer in ensuring that all design and drafting output for the discipline is carried out on schedule, within budget and to the complete satisfaction of the Client. He / She reports functionally to the Head of Discipline and operationally to the Lead / Senior Discipline Engineer.
Reporting lines and interactions:
- Hierarchically reports to: HOD, HSED.
- Operationally reports to: Manager –HOD, HSED.
- Key interactions (internally, externally): Discipline Manager and vendors.
Main Accountabilities:
- Perform Loss Prevention engineering functions for facilities Modification works being undertaken by TSD
(Technical Services Department) for its on-shore and off-shore Gas Processing facilities. Responsible for ensuring the activities for TSD MoFC (Management of Facilities Change) are conducted in accordance with Company Protocols / Standards / Specifications and Procedures. He will also perform PHA Facilitation on as required basis in coordination with Company’s RM (Risk Management) team. - Familiarize himself/herself with Engineering and PHA Protocols / Standards / Specifications and Procedures prior to commencement of activities.
- Perform Conceptual studies, FEED, Basic Engineering for Safety / Loss Prevention related Facilities modifications and / or multi-discipline modifications. Also prepare EPC Scope of work documents for such modifications.
- Provide safety and loss prevention information and support, including interpretations of codes, standards and practices, to Technical teams on existing plant facilities, facility modifications and new projects.
- Prepare and review LP deliverables for the proposed modification projects.
- Prepare documents related to procurement of safety and firefighting equipment and involve in the technical bid evaluations for qualifying the Vendors.
- Prepare documents related to special safety services such as safety studies, PHA’s etc and involve in the technical bid evaluations for qualifying the service contractors.
- Participate in design reviews, proposed facility modifications (MOFC's) safety reviews and risk assessment workshops.
- Participate in Safety / LP Audits dealing with Company facilities, activities, procedures / systems to provide LP inputs and ensure compliance and encourage continuous improvement in Company's business processes.
- Facilitate PHAs. As PHA Facilitator, review the PHA supporting documentation including requirements highlighted in the leg chart of the related MOC and work with PHA Coordinator on the following:
▪ Schedule/Time required for PHA Study (e.g., duration of sessions, number of sessions, preparatory
time, etc.)
▪ Additional supporting documentation required for the session.
▪ Preparatory requirements (e.g., development of nodes, diagram mark-ups, which must then be
transmitted to PHA Team prior to the initial/kickoff session).
▪ Session logistics - Reporting of PHA Studies is the responsibility of the PHA Facilitator and shall be in accordance with current practices and PHA Protocol.
- Facilitator shall coordinate with PHA Coordinator to complete KMS Entry Table for all recommendations
and actions. - Carry out all activities in close coordination.
About you:
- Bachelor’s degree in technical-related disciplines such as Safety, Loss Prevention, Chemical, Mechanical Engineering.
- Extensive (minimum 10 years) experience facilitating PHAs and developing LP engineering and process safety deliverables within the Oil/Gas industry (including Engineering Consultants / EPC Contractors) for both onshore and offshore operations.
- Successful completion of PHA leader/facilitator/Facilitator-Certified training.
- Proficiency in PHA-Pro software, Radiation and Dispersion calculation softwares like PHAST and FlareSim, Hydraulic Analysis software such as Pipenet etc
- Proficiency in reading and understanding technical drawings/diagrams (PFD, C&E, P&ID, etc.)
- Proficiency in relevant international codes and standards like IP (Area Classification), API (EDP, Emissions, Fire testing / protection), NFPA, ISO / IEC (Noise related specs), ICAO and CAP 437 (Helideck FF systems), Active / Passive fire protection etc
- Experience in design / engineering of fire and gas detection systems, fire protection & firefighting equipment specification and layouts in oils and gas plants.
