Develop and implement a comprehensive Quality Management System (QMS) in line with Ashghal’s standards and Qatar’s regulatory requirements.
Ensure that all projects quality objectives are met, from initial planning to project completion.
Manage the development, revision, and maintenance of QA/QC policies, procedures, and documents in compliance with ISO 9001 standards.
Quality Assurance (QA):
Lead the planning, coordination, and execution of quality assurance programs across multiple projects.
Establish and monitor key performance indicators (KPIs) to measure quality performance and ensure continuous improvement.
Conduct regular internal audits and quality reviews to ensure adherence to Ashghal’s requirements and international best practices.
Quality Control (QC):
Oversee all quality control activities, including inspections, testing, and compliance checks for materials and construction processes.
Monitor and ensure that construction activities meet project specifications, standards, and client expectations.
Collaborate with contractors, subcontractors, and suppliers to address quality-related issues, discrepancies, and non-conformities.
Compliance and Standards:
Ensure all construction processes comply with Ashghal’s quality standards, as well as Qatari and international construction codes and regulations.
Maintain up-to-date knowledge of local regulations, international standards, and emerging technologies in quality management.
Manage and conduct regular quality audits to verify compliance with project specifications and regulatory requirements.
Documentation and Reporting:
Manage the preparation and maintenance of detailed quality documentation, including quality plans, inspection reports, test results, and non-conformance reports.
Provide regular quality performance reports to corporate QHSE management, Ashghal, and other stakeholders.
Ensure all records are accurate, comprehensive, and available for client and regulatory reviews.
Team Leadership and Training:
Lead and mentor a team of QA/QC Managers, engineers, inspectors, and technicians, ensuring that they are adequately trained and equipped to uphold project quality standards.
Conduct training sessions and workshops to enhance the quality awareness and skills of project teams, contractors, and subcontractors.
Foster a culture of continuous improvement and quality excellence across all levels of the organization.
Risk Management and Problem-Solving:
Identify potential quality risks and develop mitigation plans to minimize the impact on project timelines and deliverables.
Address and resolve any quality-related issues, discrepancies, or non-conformance incidents promptly to avoid project delays or rework.
Implement root cause analysis and corrective actions to prevent the recurrence of quality issues.
Client and Stakeholder Management:
Act as the primary point of contact for all quality-related matters with Ashghal, clients, consultants, and third-party inspectors.
Liaise with stakeholders to ensure quality requirements are clearly communicated and understood throughout the project lifecycle.
Attend regular meetings with Ashghal and other stakeholders to provide updates on quality performance and address concerns.
Requirements
- Bachelor’s degree in engineering, Quality Management, or a related field. A master’s degree is an advantage. Ashghal approved. Minimum of 20 years of experience in quality management, with at least 05 years in a senior manager role on managing various large-scale Road, infrastructure & drainage projects, preferably with Ashghal experience in Qatar.
- Strong knowledge of Ashghal’s quality standards, Qatari regulations, and international construction quality frameworks.
- ISO 9001 Lead Auditor certification is required.
- Additional certifications in quality management, such as CMQ(OE), CQI, Six Sigma or PMP, are a plus.
