Role Overview
Stantec is seeking an experienced and forward-thinking Senior ITS Consultant O&M to support a major transformation in our clients Intelligent Transportation Systems (ITS) operations. This role is embedded within the clients organization and focuses on the successful mobilization, implementation, and performance monitoring of a new performance-based Operations and Maintenance (O&M) contract. The ideal candidate will bring a blend of technical expertise, strategic insight, and stakeholder coordination to help drive innovation and operational excellence.
Key Responsibilities:
Contract Mobilization & Transition
- Support the client team in the rollout and management of the new ITS Work Order contract during the initial transition period.
- Coordinate with internal and external stakeholders to ensure seamless mobilization and operational handover.
- Facilitate communication between the client and contractors to ensure timely resolution of issues and adherence to contract requirements.
Performance Management & Compliance
- Assist in the implementation of the Operations and Maintenance Plan (OMP), ensuring alignment with contract deliverables and Service Level Agreements (SLAs).
- Monitor and report on the performance of ITS assets and services, ensuring compliance with performance targets and KPIs.
- Support the development and execution of the Infrastructure Improvement Plan (IIP) and Capital Improvement Works (CI Works).
Client Advisory & Capacity Building
- Train and coach the clients ITS Engineers on performance-based contract management and operational best practices.
- Provide strategic advice to senior management on contract implementation, SLA negotiation, and technical document approvals.
- Develop operational guidelines, processes, and procedures aligned with the ITS scope of work and Road Management Centre (RMC) operations.
Innovation & Strategic Development
- Support the client in establishing an ITS Innovation Lab and Innovation Corridor, including strategy development and implementation planning.
- Assist in managing pilot schemes and evaluating business cases from technology vendors and research partners.
- Prepare technology briefs and insights on emerging ITS innovations, including AI, CAV, V2X, and cloud-hosted solutions.
Data & Reporting
- Analyze operational data to identify trends, performance gaps, and improvement opportunities.
- Develop dashboards, reports, and presentations to communicate findings and support decision-making.
- Promote program achievements through internal and external communication materials.
Key Experience Requirements:
- Implementation and performance monitoring of ITS infrastructure under performance-based O&M or PPP contracts.
- Operational support for Road Management or Traffic Management Centres, including SLA compliance and performance reporting.
- Development and review of technical documentation, including scopes of work, SLAs, and O&M plans.
- Application of emerging ITS technologies (e.g., AI, CAV, V2X, cloud-hosted platforms) to improve network performance and operational efficiency.
- Familiarity with large-scale data environments and analytics to support ITS performance tracking.
- Exposure to both local ITS environments (e.g., GCC or Qatar-based projects) and international best practices.
Education and Experience Requirements:
- Bachelors degree in Engineering or a related field is required.
- Masters degree in a relevant discipline is considered an asset.
- Minimum of 15 years of post-graduate professional experience, with a strong focus on ITS implementation and performance-based O&M contracts.
- Advanced proficiency in MS Excel and MS PowerPoint is essential.
- Experience with data analysis, reporting, and visualization tools is highly desirable.
- Familiarity with contract performance monitoring tools and methodologies is an advantage.
Your Capabilities and Credentials:
- Proven ability to advise clients on the implementation of performance-based ITS contracts.
- Strong understanding of ITS field devices, their integration with control centers, and their role in network performance.
- Experience coaching and mentoring client teams in contract management and innovation adoption.
- Excellent analytical skills with the ability to interpret data and translate insights into actionable recommendations.
- Strong communication skills, including the ability to prepare and deliver presentations, reports, and technical documentation.
- Proficiency in tools such as MS Excel, PowerPoint, Visio, and SharePoint; experience with data visualization and reporting tools is an asset.
- Ability to manage multiple priorities in a fast-paced, client-facing environment.
- Comfortable working in multicultural teams and building strong relationships with stakeholders.
- Prior experience with innovation programs, pilot schemes, or testbed environments is highly desirable.
- Fluency in English is required; Arabic language skills are a plus.
