Scope Of Service
Contractor's Personnel is accountable for the following activities:
- Promoting HSE policies & practices, culture, and objectives for the project as the COMPANY HSE reference and focal point on the fabrication yard.
- Verifying implementation and adhesion of EPC Contractor with the requirements of the CONTRACT Exhibit L.
- HSE supervision of fabrication activities at Sites.
- Being “visible at Site” and “walking the talk” with HSE as a priority.
- Timely Intervention where HSE deficiencies are identified and report.
- Conduct Project HSE meetings, training, audits, and inspection.
- Work closely with the rest of the project team at the assigned location to promote the realization of HSE objectives & overall MP HSE objectives.
- Highlight and alert his HSE Superintendent & CSR about identified EPC CONTRACTOR’ deviation from HSE objectives & COMPANY set HSE standards/expectation.
Activities
Onshore
- Regular inspection of Health conditions and mitigation measures related to COVID19 and other contagious disease.
- Perform, on a regular basis, Health & Safety inspections in compliance with COMPANY HSE policy and expectations.
- Perform and establish good communication between COMPANY and EPC Contractors/Subcontractors
- Ensure warning signs, poster and regular safety Campaign are in place and efficient.
- Motivate EPC Contractor, Subcontractor and COMPANY personnel in order to achieve HSE targets.
- Ensure deployment of the HSE tools and templates developed in Major Projects.
- Ensure/confirm follow up and closure of the Site inspection findings identified.
- Ensure that all works are performed without any risk for surrounding areas. Ensure EPC Contractor is conducting proper Risk assessment. Participate into it.
- Able to prepare and perform presentation & Inductions. Support EPC Contractor in organizing events as per contract (HSE Committee, Walkthrough, Management Site Visit, etc).
- Run for the benefit of the EPC Subcontractor Personnel the Incident Free plus training.
- HSE administration skills, Training / participating in Incident investigation.
- Promote the Project HSE Policies including of safety observations.
- Ensure an Action Tracking Register is open by EPC Subcontractor and properly populated with findings from audits, lessons learned, events corrective actions or safety observations, and closed appropriately.
- Promote and participate to HSE communications and workshops as part of safety culture program
- implementation.
- Ensure that all site personnel are wearing appropriate PPE.
- Control and participate in Workforce Toolbox Talk meetings.
- Checking and monitoring of environmental conditions, waste and chemicals management are correctly implemented and maintained at a satisfactory level during the whole fabrication phase.
- Participate and observe to Emergency drills organized by EPC Contractor.
- Participate to regular yard coordination meetings to report HSE activities for all disciplines.
- Participate and report on hygiene and safety tours.
- Maintain good relationships with EPC Contractor, being flexible enough but also strict when necessary toachieve the HSE objectives of the Project.
- Ensure that all activities related to working at heights are performed in a controlled and safe manner.
- Ensure that a safe working environment is provided to workers by EPC Contractor where all equipment is inspected, controlled and/or tagged and fit for the activities.
- Ensure that pressure tests are properly performed, covered by appropriate PTW and JHA, safe perimeter properly defined and operators aware of the risks.
- Familiar with the Permit to Work process and controls (audits) to ensure that activities are permanently under control and managed accordingly.
Offshore
- Attend HSE Supervisors Briefing in the morning.
- Attend location specific TBT within their assigned area of coverage.
- Discharge his responsibility as per COMPANY PTW Procedure (i.e. Area Authority in Greenfield) and ensure sustained compliance during entire shift.
- Brownfield: ensure adequate HSE coverage and compliance with PTW and supporting documents (inclusive of JSA)
- As an AGT, conduct pre-shift gas test.
- Liaise with FOPS & other discipline supervisors on site to address HSE concerns and overall promote HSE best practices.
- Submit observations and action taken to HSE Superintendent before evening meeting.
- Coach CTR HSE Officers & monitor their activity.
- Verify effectiveness of rescue plans inclusive of actively participating in drills.
- Conduct his inspections as per HSE Calendar provided by his HSE Superintendent, using MP specific inspection format.
- Conduct HSE activities delegated by HSE Superintendent.
- Attend as of when required by HSE Superintendent, HSE Review meetings with CTR (i.e
- Observation Register or ATR)
- Verify adequacy of HSE Communication posted on site.
Qualifications & Experience Required
- Nebosh IGC or equivalent
- Basic qualification related to scaffolding activities
- Professional Experience (number of years): 10
- Strong experience in Asian Construction Yard,
- Good communication and team leading capacities,
- Ability to work on projects in a complex and multicultural environment,
- Large experience on similar activities at equivalent position.
- Familiar with Rigging & lifting activities.
- Familiar with Working at height activities and prevention/control measures
- Familiar with API/basic Oil & Gas relevant codes and standards.
- Computer literate.
- Strong leadership skills and good communication skills.
- Ability to work on projects in a complex and multicultural environment.
- Good analytical skills.
- Mandatory language is English & Local language based on EPC location (Mandarin for WHP and
- CPP, Korean for CPP)
- H2S, T-BOSIET & AGT
- OERTM & OERTL.
