We are looking for a highly skilled Proposals and Procurement Manager with over 15 years of experience in Qatar, specializing in quantity surveying, cost estimation, and pricing for civil, architectural, and finishing works. The ideal candidate will have a strong background in mega projects and hands-on experience in procurement processes.
Key Responsibilities:
- Lead the preparation of technical and commercial proposals for civil and architectural works
- Conduct detailed cost estimation, quantity take-offs, and pricing for tender submissions
- Analyze project requirements and develop comprehensive bid strategies
- Manage procurement activities, including vendor evaluation, negotiation, and contract finalization
- Coordinate with engineering, commercial, and project teams to ensure proposal accuracy and competitiveness
- Maintain up-to-date knowledge of market prices, materials, and local regulations
- Ensure compliance with client requirements and company policies throughout the proposal and procurement process
Requirements:
- Minimum 15 years of relevant experience in Qatar
- Extensive experience in mega construction projects
- Strong expertise in quantity surveying, cost estimation, and procurement
- Bachelor’s Degree in Civil Engineering
- RICS certification is preferred
- Excellent communication, negotiation, and project coordination skills
- Familiarity with local and international tendering practices
